Adobe Premiere Rush video editor now in Galaxy store. Promised at launch, now available.

Well, to be clear they promised at launch that it would be available later this year.

Hopefully Adobe used the time to get most of their (usual) bugs out before releasing.

What are in app purchases I wonder? SO tired of the SUB model and IAP of devs. I know they gotta make money but the sub model is a black hole. /rant

Brief description says to move to unlimited exports and cloud storage, so most likely their monthly fee or trying to sell the monthly Cloud Suite subscription (also, a model I don't like...but then again, I don't work with Adobe products that much to care, so...)

This from the AC blog post:
Like many other Adobe products, Premiere Rush is a subscription-based service. Prices begin at $9.99 per month for a standalone copy and it is also included as part of Premiere Pro and Creative Cloud All Apps plans.

If you'd like to give it a try before you buy, you're in luck because Adobe offers a Premiere Rush Free Starter plan that provides you with 2GB of cloud storage and 3 free exports.

These are Adobe products and not the 'Express' line. So yeah, free shouldn't be expected. The three exports are more like a trial.
