I just upgraded from a Pixel 3 to a Pixel 4a5G. The Pixel 3 was running the beta version of Messages and Chat Features worked just fine.
After the switch I went online to my account and logged my Google account off of the Pixel 3. So, it is powered off and no longer registered.
Now, when I select Chat Features on the 4a5G it says that it is unavailable on this device. I followed the Google trouble shooting steps for this. I did the cache and storage clear on both the Message app and Carrier Svc. Rebooted the phone and still no Chat Features.
I've seen posts on this where AT&T or Verizon users switched to a new SIM card and resolved this. However, I am on Google Fi, so there's no physical SIM card.
I have a friend who also just upgraded from a Pixel 2 to a 4a5G and he had a message bubble appear that asked if he wanted to enable Chat Features on the new phone (my friend is on T-Mobile). I never saw such a prompt during my switch over.
