After upgrading to Android 9 pie multiple apps not working properly along with basic functions

[Android Central Question]

After the push-up date of pie to my Android Galaxy s8 Bluetooth got choppy even though I was standing right next to the Bluetooth speaker, verified with other Bluetooth devices. Play store either won't complete download or install after download if it does download 100% I have to restart phone and then it will install the app. I have a weather widget for my home screen and if I turn on the Bluetooth it stops the widgets from getting the correct time and weather information. These are the basic in short problems but I am having. I have refreshed my Google account cleared my phone with a hard reset and then only tried the widget but it still did not work.
