Allow data roaming for certain apps

Morning all,

I am having quite a challenge with a couple company phones (HTC Desire X) which users are roaming quite often.
As we are part of a bigger organization, our mobile contracts have been agreed on specific terms but doesn't really offer us good opportunities when roaming.

Since we have implemented these new HTC phones, data costs have been increased when abroad.
We have told our users to limit the use of Roaming Data as much as possible and only enable when they need to retrieve or send any business related e-mails.
However, enabling data roaming also generates loads of data for any other applications running in the background.

I have checked different topics and sites how to get around this but asking the users to disable background data every time they get abroad does not seem the solution in my opinion.

Ideally, I would like to enable certain apps like Mail, Browser and/or WhatsApp to be able to use data roaming. All others needs to be disabled.

Is there any way in achieving this ?

I have absolutely no experience in rooting devices and such so if there is someone who can help me, please let me know.

Eric, I did not see anything else that might specifically serve as a base to address your needs. Sorry. Pat
