Question almost all apps disappeared after reboot

Hello
after reboot (phone uncharged) almost all apps disappeared both from the home screen and from list of installed apps, connected google account loged out and asked to log in again.
all the apps that were still there looked weird, google apps didnot work.
after login into google account, google considered that it is another device (didnt recognize it)
in the list of installed apps in google account only those few that are still on device are shown. all the rest dissapeared without a trace.
what do i do? how to restore everything?

What device, and why the reboot? Did you reboot it, or did the phone reboot itself?

@belodion , its huawei P20 Pro. It switched off because the battery discharged

Is it possible you booted into Safe Mode (press/hold Power and volume-down buttons)? If so, just reboot normally and then turn Airplane mode OFF (Safe mode turns it ON).
