Always on Display does not work unless I clear notifications

Is anyone else having issues with the Always on Display? I've tried a factory data reset but sometimes the always on display will not show unless I clear (or dismiss some) notifications.

Pretty cool , you can monitor in safe mode see if it's happening

Since I disabled the Nest doorbell notifications it has not happened again. I'll keep monitoring it.
