Silly question .. Why is it that other countries get OTA updates before United States do? ... Why not a "all at once thing"?? .. Is it a first come, first serve thing? Lottery pick?... Like I wanna know!!!!!

To my understanding, Google releases the source code for the next update. Then its up to the phone manufacturers to optimize the update for each device. Then after that the update is pushed to the carrier for them to make any changes to it, where it is then released over the air to phones, but not all at once to avoid a disturbance in the network due to increased bandwith.
