An incredibly weird problem with a 64GB microSD card

I just got this microSD card and by default my HTC One M8 doesn't recognize it, so I plug it into a reader on my PC and... it has one partition on it, it's 31MB with the RAW file format.
I tried to format it using Windows, but it just says it's not able to. I downloaded multiple format tools and they all say it's write protected.
I tried to do the tape fix for the microSD card to SD card adapter where you tape the hole on the side, but no luck, still write protected.

The 64GB microSD card: SanDisk Ultra microSDHC and microSDXC UHS-I Cards

Any ideas?

I hear a lot about these malfunctioning 64GB microSD cards from SanDisk. Must have been a whole batch of them that slipped through manufacturing quality control. Bad PR for SanDisk too. Can you swap it under warranty?

Doubt it. I just got back from Switzerland, I live in Iceland, and I bought it there, so that might be a problem.

I had that happen to one I bought via best buy website. I ended up taking to a bb and they said it was defective and refunded my money. I ended up buying two 32gb cards for about the same price.
