Andriod phone app toggle is grey and doesn't allow me to change it

I have a vivo phone with android 12. It has the Google phone app preinstalled. The phone app toggle is greyed out and doesn't allow me to change it to enable it.

No I want to turn them on, they are set to off already

No, when the toggle is grey like that in the On position, that means they're all set to On and can't be toggled off. This is because the Phone is an essential system app.

Yeah those are on , try pressing each category there on the words to bring up another submenu
