I have heard that Android 4.3 Jelly bean update is coming to Samsung Galaxy S4 in this October on French Carriers, when will it come on Samsung Galaxy S3 and Note 2?

That information is not known yet. I would imagine the update hitting the devices sometime towards the end of October or November if everything goes smooth. But then again, don't be surprised if it's not until early next year considering how slow updates can take once the carrier is involved.
