Android Apps question

Very basic question from someone who is getting a second Android device.

I have a Droid Incredible2 and am purchasing a Xoom tablet. If I have purchased apps for my phone, are they also available for me to download to the tablet, or do I have to pay for them again? Also, if I return the tab for some reason and buy a different Android tab, can I still access those apps (or is there a limit to how many portable devices each app can be downloaded to)?

Same question for Amazon App Market - I've got some great apps (like Office Suite Pro) for free when they are "free apps for the day". Can I now also put them on my tablet, or will I have to pay for a new copy of the software?
 
The paid apps will be accessible from any device as long as you are using the same gmail account you used to make the purchase. The only time apps won't be accessible is if the device is not supported.
