Android phone is at 1 percent. It will not charge when on charger. And the charger is working fine, how can I fix this?

Android phone is at 1 percent. It will not charge when on charger. And the charger is working fine

When I took the battery out. For more than ten seconds. It didn't help. The charger is brand new. The charger was charging my phone minutes before this happened. I really need some help. Could you help me figure this out please.

Hi and welcome to Android central.

Maybe check the micro-usb port for dust and lint. I have found sometimes that it can get dirty and affect the charging. Other than that, maybe the battery in the phone is having issues. Is it removable and are you able to test it in another phone?

Could be a dirty USB port in the phone, the port itself is bad, bad battery, or a bad USB cable (you said you tried a new charger but not specifically a new cable).
