Backstory - I won a new moto x4 at a Christmas party last year. I never opened it and kept it in my drawer to use if something happened to my regular phone or whatever. Since I am traveling to Europe, I decided to use a European SIM in it and use it for my trip.

I figured that I would unbox it and get it all set up because I was certain there would need to be software updates after sitting idle for a year. As I was going through the update process it appears that Androids update month by month - is there no way to just go out and get the most recent software? I went through the menu to check for updated software but it still brings me back to releases from October 2018 forward.

I have time but it's just a pain to download, restart, install, repeat. Surely there's a better way?

I have always experienced backlogs of updates in that way. It's normal. I don't think there's a shorter way.

Some time spans are accumulated into a single cumulative update - which ones depends on the manufacturer. (Samsung, for instance, only issues a few updates a year.) So if Motorola doesn't do cumulative updates, you're going to have to go through each one. (If they did, you'd get only a few.)
