In Nougat, Android System Webview should be disabled by default, since Chrome is supposed to take its place. But if you've disabled Chrome, then I believe Android System Webview is important to keep enabled and up to date, for security reasons.

Confirming, I have chrome, (and all the Google apps) disabled, so I still get webview updates.
