Android wont boot up!

Hi guys,

can anyone help me, i am trying to boot up my phone, its Alcatel Onetouch, but it stops at my operator starting picture. i tried to wipe and factory setting from recovery mode, still wont boot up. i connected with my lap top i cant find it, it just reads the phone but wont show me the internal or SD card storage.

Welcome to Android Central! If a factory reset did nothing, then it's a more serious problem with either the firmware or the hardware. Contact your carrier, or Alcatel support, and see what they can do. Is the phone still under warranty?
 
unfortunetely it isnt. what is strange that i get an pop screen , the phone it works it self. i got the feeling its like it doesnt have androin OS. can i install it from external SD ?
 
What's a pop screen? What do you mean that the phone works itself? It doesn't sound like the phone is lacking an OS--it sounds more like the OS is completely corrupted, or the motherboard is faulty.
 
the pop up screen is the logo of my mobile operator. i mean, when i press the volume up or down, or the power button after i start up, i get vibration, its like getting the command. i think as well that OS is complitely corrupted. any ideas, solution ?
