Annoying popup telling me data roaming is on/off.

I continually get a popup every 5 minutes or so telling me data roaming is turned off and giving me directions on how to turn data roaming back on. When I turn it on, then I get the same popup telling me data roaming is turned on and instructions on how to turn it off. No matter what I do, I keep getting the popups. HELP!!

Do you mean international roaming?
