Annoying white bubble with white rings!!

I have an annoying white bubble that won't go away on any screen. If pushed and always gets pushed it comes up with most common apps used. I have tried just about everything. Please help thanks.

sounds like an app that has some type of screen overlay. any way to get a screenshot of it and what happens when you push it? What happens when you hold it down?

Go to settings...applications...more... and apps that appear on top...find out which apps have overlay on
