On my note 4, the miscellaneous files section is over 8 GB. How do I make this smaller?

Open it and see what's taking up the space. If an app you no longer use is using space, delete it. If an app you use is using a lot of space, think or archiving some of its data off the phone, then deleting what you keep on the phone. (Do you really need records going back to 2013 in your pocket all the time?)

Also, there are apps that can help you see in better detail what is using up the space. I use and like DiskUsage:
