I currently have a Palm Treo, which has a resistive screen. There are plenty of times during the use of my Treo where I must use my fingernail to accurately press the small buttons.

Since the new devices are all going to capacitive screens, how does this work with smaller buttons? Do you just take a stab at it and hope you hit the mark? Or, are the buttons bigger and don't require as much accuracy? What about when surfing the web?

Android's UI, all variants of it, is pretty well optimized for your finger tapping convenience! :) I mean, even the portrait keyboard isn't bad at all... I've never had any problems clicking on things with my Nexus One. As Foxman said, most of the UI is optimized for tapping. The only things I've ever had problems clicking on were small links in the browser, and even then I can just use the trackball to select and click them.

No trackball or anything on the Evo 4G. I might have to buy one of those special stylus'

The button i miss most often is the space bar, i have a habit of hitting just above it. But really, Android's UI is designed as a touch UI, like the iPhone.
