Have an Coolpad Legacy phone had to restart due to "google play services" keep stopping now it's just nonstop vibrating. The screen is black. I tried hard reset still nothing

Hopefully nothing major literally just restarted it & just started buzzing non stop

Any device that buzzes while powered and on is definitely fried.

Welcome to Android Central! I agree with Daniel. Unfortunately, that's usually a sign of hardware failure or firmware corruption. Coolpad is not known for quality devices, so this would not be surprising.
