Anyone else promised a full refund for a "refused delivery", only to be partially refunded?

So on a whim, I bought the 8GB N7 from the Play store. It was going to take 4 business days to even ship, so I decided to upgrade to a 16GB in-store. Before I did that, I spoke to a CS rep who assured me that I wouldn't be responsible for a restocking fee or shipping fee if I refused delivery. A week or so later, I was refunded $180 out of the $230.

So I contacted CS once again, and the rep said "oohhh, like idk how that happened, that definitely shouldn't happen! ya you should get your full refund, I'll create a ticket!".
Two weeks pass. I send an email about the status of my refund, and receive a template response about 15% stocking fees/20% damage fees/shipping fees/etc.

So I call once again. The rep says "uhhh, yeah they like to do that. idk why, but they like to [charge stocking fees]." I ask him whether or not I'll be eligible for a full refund, and he literally says "yeah I'll do the same thing as the other person you spoke do, I'll create a ticket and let my supervisor know." He basically tells me the tickets are useless, and that the only way I can check on what's happening is to call again and have the same thing happen again. and again. and again. I mean they're nice people, and it's not their fault that they aren't more knowledgeable on the product, or can't do that much in terms of resolution--their training is subpar, and it shows.

Based on these forums, it seems like--for various reasons--others had refused delivery in hopes of getting a full refund. Although most of you seem to be waiting months for a full refund, I was almost instantly given a partial refund, and now wait in limbo about that other $50.. Anyone else in my boat?

Thanks, but I just paid with my debit card--I've heard Chase pretty much offers no debit card protection.
