Update- So I still haven't found any specific details but have two solutions(kinda) and a list of at least a few things that get backed up.
Backed up data includes- WiFi passwords, installed apps, app data, wall papers & skins, device settings(ringtones, display settings, etc), bookmarks.
Solutions- More of 1 work around and 1 "if you can't beat em, join em" process.
1) While device. When in setup wizard skip Google account login altogether. Once you've finished the setup wizard, go to settings>privacy and unchecked both backup/restore options. Once finished, sign into Google as normal.
2) Since the idea of backing up data is a good one, I simply wiped my device, used the method above to give me a clean slate. Once signed into Google though, I went back and enabled backups and took the time to setup my phone with the proper settings, bookmarks and such. Synced to Google manually then did another wipe. This over rides the original backed up data and at least restores the settings and data I want.
Hey guys, if any of you followed my problems & solutions thread contributions you'll know I am finally in the company of a fully functional ThunderBolt and am pleased overall with the hardware. Now its time to focus on software. The whole Verizon backup assistant issue is present on my device and constantly syncs. Beyond that the only trouble I'm having is not really understanding how Google's settings backup works. So any help with the few questions below would be a big help as all the info I found online was catered to devs incorporating setting backups into their app. Thanks in advance.
Q-what settings/data beyond the described WiFi passwords will be backed up?
Q-where in my Google account can I find this data?
Q-once disabled a prompt appears stating that data will be cleared from Google's servers but after a full wipe, signing in to Google still restores all my apps. Why is it doing this? And how can I avoid this? Even with skipping this step during setup it still restores my apps.
Q-can this data be totally deleted for a clean slate?
