Is there an app for Andriod which shows the instantaneous CPU and memory usage of the S4? Something like Task Manager for Windows and the Processes panel.

You can go into the Developer Options in settings(might have to tap build number a few times for it to show in the settings) and there is an option for "Show CPU Usage."
If that doesn't work or is not exactly what you're looking for I believe the app SetCPU has a widget showing the live CPU clock speed. If not a widget it is definitely in the app itself.

Thanks. What do the 3 numbers mean at the top of the screen overlay for Show CPU Usage? e.g. 1.51 / 6.14 / 18.74 ?
