App location permission

I'm on day 2 of Android 10 and just got the attached pop up. It's an app permission setting for the phone app. What should this be set to? I guess I will start seeing more of these notifications.

It used to be Allow or Deny - now you have 3 options, so any app looking for location will probably pop that up until you choose one for that app. (Allow was the equivalent of "Allow all the time", so you can save some power by only letting apps get location when you're using them.)
