App lockdown app needed

Is there an app which I can lock down apps/app shortcuts so they can't be moved or deleted?
I've found one that passwords access to apps but it doesn't offer the lockdown features I've mentioned.

Ha! Perhaps this is closer to the mark - this Action Launcher: http://market.android.com/details?id=com.actionlauncher.playstore offers a 'Lock desktop' setting.
