apps installed but all internet using services are crashed

I have service, but I keep getting messages that Ebay is unavailable/ play store is unavailable/ chrome is unavailable, ETC. when I look at the app itself it is installed but crashed. I am not sure what to do to get my apps working again. any suggestions?
