Apps not downloading/updating

I'm having a problem where anytime I try and download or update an app it just gets stuck on "downloading". The first time this happened I cleared data and cache on Google play store and Google services which fixed it for that day but now it's happening again.

I'm on the 7.1.2 beta with the January 5th security patch.

Any ideas??

I've been seeing this intermittently on my Nexus devices as well. It usually clears if I clear the cache and data for the Play Store and Download Manager apps.
