Apps on External Storage in KitKat

My low end android phone (with KitKat - Celkon A35K) has less than 1MB Internal storage and I cannot load many apps, however it allows* loading apps on SD cards -- which I thought will solve the low storage issue....but I learned that not all apps can be installed on the SD card!!

What are the restrictions to loading apps on the external storage?
The utility to move apps between Internal and External storage allows some apps to do one or the other - is this a KitKat restriction or manufacturer's?
