Apps section of settings "chokes".

This is isn't unique to my S9+, I've had this issue with my 6 previous Android phones.

Do you "move" apps to your SD card? If an entry in the card is looped, it's going to keep going like that until the battery dies or the universe ends. It's like reading and obeying a sentence that says "Go back and read this sentence from the beginning." You keep doing it forever. Turn the phone off, remove the SD card and see what happens. If that works, stop putting apps on the SD card.

If not, check the SD card on a PC (see Using chkdsk to fix a corrupted SD card). And buy better cards in the future.

I haven't on this phone (yet) , but I have on my previous phones.
