Try Audio Control, it's by far the best volume management app in the Google Play store. There is both a notification and ringer volume for ICS or Jelly Bean.
Really helpful developer too.

Yay! You have fixed one of the two issues I have a problem with my One S! Now if I could just get the Sense E-mail app to use different notification sounds for my two e-mail boxes...

Volume Butler is the best app for separate ringer and notification volumes, and it's free. The app is simply one of the best apps I've ever seen.

My workaround is this: I have created a number of very short MP3 clips of low volume. Hushed, quiet, faint ones, and even complete silence. I use them as notification signals at times I need the notification signal to be unobtrusive.
