are tablets known to shut themsleves off

I was on my tablet and I put it down for a few minutes,when I went to pick it back up I noticed it had shut off.Tried to turn it back on , and it wont

No, tablets should not turn completely off.... They should go in sleep mode.

Try charging it and see if it displays the charging /battery icon... If yes let it charge before you attempt to turn it on.

And "let it charge" means 4-5 hours before you try turning it on. If the battery is completely dead, that will probably give you about 40-50% charge (assuming the tablet can precharge - if it starts at the constant current phase, and the battery is totally flat, you may not be able to charge it.).
