Are the GE phones the result of last year's multi-Nexus rumor?

I'm sure many of you remember the rumor flying around last year that Google planned to launch multiple Nexus phones from various OEM's in 2013. That rumor seems to have fizzled out, but as we've seen recently, what the OEM's are actually doing is making Google Edition models of their flagships. I take this to mean that the rumor was actually true, and that they've been planning this since the rumors leaked last year, but that the speculation that these were going to be be Nexus phones was the part the leaks got wrong. Close, but wrong.
