I have at&t unlocked HTC one, my doubt is if I update my HTC one to 4.3 jelly bean by using the procedure on u.s.a HTC one website ( Rom update)will my phone be locked once again

Hello.

No I don't believe so. The description of unlocked that your describing is that you have purchased you AT&T HTC One outright ( off contract ) and been granted " unlock " by AT&T to go as you please to any other GSM/HSPA based carrier without issues. Updating your device to the latest version of Android available for the device SHOULDN'T interfere with the unlocked status and even if it does you should be able to call up AT&T and have them undo whatever the update does to free the device again.
