AT&T Nexus 6 Wifi Texting and Calling options

Just moved to the mountains in Santa Cruz Ca and have no cell service. It has been my understanding that 5.1.1 and 6.0 can text and call over wifi. Over stock messenger and caller. I have spoken to 2 nexus support staff who didnt know what i was talking about, and project fi guy who didnt know and att person who didnt know.

i have read a lot online but cant get anything to work. i want to stick with google software. i know 100% that my phone can since project fi can.

any suggestions or answers?

Needs carrier support unfortunately. AT&T hasn't officially announced support for WiFi calling/texting (T-Mo has).
In the meantime, you can use hangouts with your Google Voice# as an alternative - of course it is not the same as carrier tel#, but better than having no coverage.

Set up your Google voice account to be your voicemail service (Google voice Lite) - that will forward your cellphone calls (when unanswered after 4 rings) to your GV # - you can receive those calls using hangouts (when connected to data) and answer/talk.
Outgoing calls will work on hangouts, but will show your GV# instead.
You can send/receive text messages using your GV# on hangouts (using data connection)
