att galaxy s5 active unlocked now on tmobile will not forward calls

i have 2 tmobile sim cards and keep one in my lenovo t460 laptop all the time in its qualcomm sierra snapdragon sim card and the other in the phone.

1 sim has unlimited text so i can work on laptop and text with a full keyboard at any time whether in a wifi network or not. this sim has limited phone and limited data so it is not my primary sim for the phone.

the other sim is unlimited data (and unlimited text and phone) which i keep in the phone until times when i am not near wifi and want internet access and then i switch the sim cards so the unlimited data is in the laptop then i get wifi. i like that better than using the phone as a hotspot.

the problem is that the phone will not call forward from one number to the other. i can not get the call forward feature to work.

i like to call forward the unlimited data phone number to the other sim before switching the sims around so i will never miss a call. when i had an att account, before unlocking the phone, it was never a problem but att now charges arm and leg to put its sim into a laptop [somehow they know] so i moved to tmobile. tmobile works fine and satisfies me at every level except i can not get the phone forward to work. AND THIS IS WHAT I NEED ASSISTANCE WITH: how to get the phone to forward.

when i go to 'call settings' then the 'more settings' message that pops up is 'failed to read data, network or sim card error'.

i have also tried **21* (phone number to forward to)# and that does not work - says 'mmi code started' then says 'couldn't get server response'.

any ideas or suggestions?
