ATT IMEI and Network issues

I need some help. I am having problems with my phone recognizing my SIM and connecting to ATTs network.

To give some background: I have an ATT htc one m8. I am running the latest CM12 found on XDA with the latest firmware.

In the several attempts to fix my issue I have upgraded the firmware downgraded the firmware, installed several ROMs, went back to stock, installed different radios, and nothing fixed my problem. The phone can't seem to read the IMEI number, which I think is causing it to not be able to connect to ATTs network. But I can see the correct IMEI in fastboot with the command "fastboot form readimei". If anyone can help come up with new ideas on how to fix this, that would be helpful.

I would RUU back to stock and the ##786# or ##72786# and see if that does it

I have tried RUU, but the phone doesn't boot right. It does boot, but I could only see the back and home keys, nothing else worked. After I did the RUU I was able to unlock the phone again, flash twrp, and install different ROMs. I also found nandroid backups on XDA for ATTs HTC m8, but when I restored that it gave me the same issues as RUU, I could only see the back and home key. Those were the first things I tried.
