ATT LTE data problems...

So far I have encountered two problems with the LTE on ATT (or at least I think that's where the issues are stemming from):
1. Any radio streaming app (Tunein etc.) buffers every few seconds on LTE data, regardless of the how strong the signal is, or whether battery saving option is on.
2. I can't download music on spotify while on LTE... But strangely, streaming the music is fine.
These problems disappear when I'm on wifi, so I am assuming it has something to do with LTE? Am I missing an option to adjust this? Neither app has data restriction turned on. Anyone with the same problem? Thanks!!

One slight correction, the radio steaming problem occurs only when I turn the screen off... The buffering thing doesn't occur if I have my screen on. But I tried toggle the battery conserving option both ways and it doesn't help with the problem. Anyone has a clue why this is? Thanks!

Just spit-balling ideas. Have you check app settings to make sure it is allowing them to use your data plan and not some 'wifi only' option within the app? I'm able to download my playlists on AT&T LTE via Spotify just fine. I've not installed my other streaming apps yet so I can't comment on that just yet.
