Had this happen to me and just exchanged it with Verizon, thinking it was a hardware issue and being within my 14 days. However, an XDA member solved his problem with it by doing this:
"i got the solution, this is crazy but works...
go to help app(the one htc pre-installed on ur phone)
then go to "tips and help", then "hardware misbehaving",
"hardware diagnostics", then
G-sensor test.
test it once , or twice. let it say failed.
next from that screen tap on calibrate g sensors
do the calibration on a flat surface*
go back and do the test. this time it will say it worked. My gyroscope is working now."

I had this problem which started yesterday and was so bad that my motion gestures (double tap, volume button to start camera, etc) wouldn't even register. This morning I was prepared to take my phone in took Verizon until I stumbled on this article. So decided to try before I had to go through setting up a new phone. It worked!
I then used spirit level to calibrate my x axis and y axis which were still terribly off. Knock on wood, but my phone is working fine now. Before trying this fix, spirit level only showed my phone moving a few degrees in any direction and now it shows my gyroscope as sensitive as would be expected.

I was trying to avoid a hard reset, but I did it today and it fixed it. PITA though as I have to set the phone up again. I am pretty sure it was an app I installed that screwed it up.

I was honestly really skeptical about this (obviously), but it turned out to be the thing that fixed it finally! Dropped (while supporting it with two fingers all the way down) the phone from the height of about twice the length of the phone itself onto a writing pad (thin carpet would also work). Re-tested, calibrated and it works now!I then tried dropping it on its top edge onto a thin carpet from about 6 inches. Tried the test again and it was successful!
