Automatic installation of all applications linked with Google Play Store Account

Hello,

I have to install and configure around 50 Samsung Galaxy Tab Active Tablets (SM-T360), i made one Google account for all those tablets with all the desired applications that are required. However when i take a new tablet out-of-the-box install it and link it with the Google account during the installation. It does not install any of the applications automatically. I can see all the applications in the play store that are linked with my account. However it just doesnt install them automatically, this really needs to be solved for me.

ps: 4 September i ran a test with 2 tablets, it did automatically install all the applications that time. But somehow it just doesnt work anymore.
