I've had my Nexus 7 Tablet for a week today. I get home and check my facebook and all of a sudden the Google screen pops up and begins to flash a blank screen for a few seconds then goes back to the Google screen.

I've been troubleshooting and I don't seem to find anyone else with my exact problem. I never even plugged it into my laptop its so new so none of the drivers have ever been installed and they won't let me either.

When I try the turn the tablet off and get to the boot screen I can't do a hard reset because the drivers won't install because my computer says the tablet is unplugged while its in the boot screen mode.

I also tried to see if I could install the drivers while the tablet was on the Google screen and that's how I figured that the tablet was rebooting over and over again because the computer would detect the drivers and once the screen would go blank for those few seconds the install would fail saying the device was disconnected.

So how can I fix this thing if it won't even stay on long enough to be detected by my laptop? It's in a boot loop and it's 100% stock I don't even know how to root any device.

I'm a little confused by what you mean.. Shouldn't you be able to do a hard reset regardless of your computer? Press vol -, vol +, and power for like 10 seconds, and you should see a screen where an android cartoon has its chest open. Use the volume buttons to navigate to the hard reset.
