I'm assuming it is. Every single solitary reboot I've done, it pops up without fail. Even reviews and tutorials I've seen on YouTube, when the phone reboots it pops up. Honestly not a big deal since you really don't need to reboot often, MAYBE once a week or so.

It's normal. I guess it's their way of trying to ensure people remember to close up the back and charging port properly. Mildly annoying, but not problematic in any way. You'll eventually get over it
