Background Data/Auto Sync On ICS

With GB i'd have my background data disabled and auto-sync off to conserve battery. So whenever i went to the Google Play store to download and app it would tell me to enable background data which i would do and the app would begin to download.

Now with ICS there is no more option to enable/disable the background data only the toggle on/off for the auto-sync. I have my auto-sync turned off yet the app is still downloading.
I'm also getting facebook and email alerts with the auto-sync off.
Why is this and is there an option to enable/disable the background data?

I did find under developer tools an option to limit background processes, is this the same or different from the background data?

I'm not sure if there's a background data toggle option any more, only auto-sync. Each app usually has its own refresh setting. For Facebook, just go the menu and you'll find an option for Refresh, and you can set it to manual if you'd like.
