Background Data with ROMs?

I usually disable my background data on my Droid 2, because it saves my battery life. I just auto refresh whenever I need to look at Facebook, Tweets and whatnot. With this off I can usually go all day without having to charge on the stock battery.

Are there any ROMs out there that keep that option in the settings? I've looked at some of my friends' Android phones (Incredible, Samsung phones) and the disabling isn't even an option.

I'd like to run a custom ROM but I don't know which one will work best for keeping this important setting. Any insight out there?

I still have backround data enable/disable on my Liberty 1.5 ROM.

I use fission and the option is not there
