Backup chats by copying "WhatsApp" dir from SmartPhone to PC?

As far as I can see WhatsApp does not offer a backup of all chats to a local SmartPhone directory.

I want to avoid using a cloud service.

So when I want to backup all chats (including videos+pics) from first Smartphone 1 and restore it to second SmartPhone 2 is the following procedure possible:

1.Connect SmartPhone 1 with UBS cable and establish USB connection
2.Copy the whole directory tree "WhatsApp" from Android SmartPhone 1 to WinPC.
3.Connect SmartPhone 2 with UBS cable and establish USB connection
4.Copy the whole just created directory tree "WhatsApp" from PC to Android SmartPhone 2

?

On both SmartPhone all contacts are equal without cloud?

If this is not possible: Are there any other similar solutions?

Assuming you can find the Whatsapp directory (app directories are usually hidden, so the phones would have to be rooted), that may not be the only place Whatsapp keeps its data. And, of course, it would have to have been installed on phone #2 to start with or it's just a directory without an installed app. (The app being in the directory doesn't install it according to the system.)

If Whatsapp allows cloud backup, why not just back it up to a cloud account, restore it to the second phone from the cloud account, then delete it from the cloud account.
