Backup & Reset missing from Settings on User account?

Under a new user account on Android Marshmallow 6.0, there's no Backup & Reset menu under Settings, Personal.

My goal is simply to use the Google feature to back up all apps for this User which has a gmail account. If the User account is removed and then added I want Google to know which apps it had and restore them automatically.

I recently had to do a factory restore. I had Android 6 set to back up but couldn't find a way to force a backup at that time. Since I had no choice, I did the factory restore. The back system in Android 6 worked fine. All my addresses, all my calendar entries, and all my apps restored without a problem. It wasn't lightning fast but it worked. Photos came back but I had only three photos.
