Afraid you are SOL. Means the phone was reported stolen or did not finish the 2 year contract.
Either way, you wont be able to use it on any network.
I will file a police report on whoever sold it to you. May not do any good, but sometimes it works, specially if you can find that person.

Generally it indicates that the device has been reported lost, damaged beyond repair or stolen to the manufacturer and/or carriers. Phones also make the blacklist if they have an unpaid balance on the account. It is highly recommended to avoid purchasing those devices.

What about all these imei repair services that I see advertised all the time?

man, this sucks............

Again a blacklisted device (bad IMEI) is something we don't condone discussing. It's blacklisted by the carrier for a reason and any means of circumventing it, is wrong.
