Banner notifications stop working

hello, wondering if anyone else had this issue.

All my settings are correct and I know this because I was receiving banner notifications just fine, and now they have simply stopped. my phone still goes ding, my watch still buzzes, the notification still appears in the notification shade... but no banner appears.
This happens intermittently.

I'm testing notifications from an app and at first I thought if I was getting too many notifications from the same app, it was cutting off the banner privileges as (what it thinks is) a courtesy to me, but now I've noticed banners from other apps aren't getting through either.

I haven't noticed this happening with Brief notifications, but I'd really prefer to have the full Detail notifications.

Anyone else dealing with this?

more confirmation that banners just flat out broke: when I switched to "brief" , the notifications it neglected to show me pushed through, even from a few hours ago. Messages I didn't even know I missed. This is very frustrating

If you pull your notification panel bar all the way down and tap 3 dots right corner >tap status bar>show notification access what is it set at ?

That's Show Notification Icons, correct?
I have it set to None, because I don't like the status bar to be covered in icons. I'd rather it be blank and then I swipe into the notification panel bar to see them. it's rare I don't have any notifications lol so I don't need the visual reminder to look in there

Want to add that as I've been using it throughout the day in Brief mode, indeed the same thing happens: phone buzzes, but sometimes no Brief banner appears, and my edge lighting style doesn't happen - but it still appears in the notification panel if I check
