Battery charge software weird: says "full" but displays 75-90% upon unplugging

Okay, we've tried fresh charger cables AND fresh battery.
Plug in phone to charge, and after a time, it says "battery charged", and when we do, it says some reasonably high value, but will then accept more charge, but it only goes up a bit. I'm inclined to think it's in the phone's software for charge management, since it has new cables and a new battery.
Any ideas? It seemed reasonable to suspect a battery gone goofy from age, but the behavior persisted after replacement..

this is what has been my experience. a battery manufactures now are close to thieves. so new does not mean great. we hope it does. battery needs to be drained. charged and drained. and again 4-5 times get the meter square when it get like this. that being of course the charger is first quality.

I'm with friedtators. Give the battery a few days of normal use and see how it starts to perform after a few days. Since it has been a few days since your OP I would hope that you have seen improved results.
