battery charging question

I've noticed when plugging in the v10 to the charger included with the phone or any other charger it seems like the phone takes a while to start charging the battery. I'll get a message in my notifications screen for like 10 or 15 minutes that says collecting battery info is anyone else having this issue

Are you using a third party battery monitor? I had something similar when I was using the Qualcom battery app.

Also this morning I unplugged my phone from the charger and drive to work when I go to work 25 minutes later a notification was in the bar that said fast charging estimated time to complete 25 minutes and it had been off the charger that long.... Anyone else experience this? I love the phone but I've been having some odd battery stuff the last 24 hours.
