Am I hurting my N7 2013 by charging it all the time. What is the best practice to optimize battery longevity.

Generally, they say to not let it completely die and not to keep the device on the charger for extended periods of time after it's completed a charge. For me, I usually charge my devices when running low on battery, less 10%, then remove from the charger when charging reaches 100% or the next morning if its charging overnight.

I concur. I try to never completely drain my device batteries or keep them on the charger more than an hour after fully charged.
